Spring and autumn are the classic answer — and after what happened to us in Jeju, we'd add a stronger warning about the rainy season than most guides give you.
The Short Answer
April-May (cherry blossom season) or September-October (autumn foliage) are widely considered Korea's best windows, and having experienced late June ourselves, we'd back that up. We travelled in June, which meant heat, humidity, and — critically for Jeju — the tail end of Korea's rainy season.
Why We'd Be Cautious About Early-to-Mid Summer
Korea's monsoon season (locally called jangma) typically runs from late June into July, and we felt the effects of it directly: our entire Jeju stay was rained out, to the point that we'd call our own trip there not worth it as a result. Seoul, Gyeongju, and Busan were far less affected — the rain mattered most on Jeju, where nearly everything worth doing is outdoors.

Season by Season
Spring (March-May): Cherry blossoms, comfortable temperatures, generally considered Korea's best all-round season.
Early Summer (June): What we experienced — hot, humid, and increasingly likely to bring rain as the month goes on, especially by late June. Manageable in Seoul, Gyeongju, and Busan; riskier for Jeju.
Mid-to-Late Summer (July-August): Peak of the rainy season and heat — we'd generally avoid this window, especially for Jeju.
Autumn (September-October): Cooler temperatures and autumn foliage — widely regarded as Korea's other prime season alongside spring.
Winter (November-February): Cold, especially in Seoul and Gyeongju, but a genuinely different, quieter way to see the country's temples and palaces.

Seoul, Gyeongju, and Busan are resilient to a few rainy days — you adjust the itinerary and keep going. Jeju is not. If your trip includes the island, that's the one leg where the calendar genuinely matters more than anywhere else in the country.
